California Legislation for 2014

Status Text Bill Summary Impact
DEAD Text SB47 Assault weapon ban Was not reactivated in 2014, probably due to its author's criminal charges.
DEAD Text SB53 Ammunition purchase permits Died in assembly, 8/30/14.
DEAD Text SB108 Additional storage restrictions Not reactivated in 2014.
SIGNED Text SB199 Restrictions on Airsoft guns Mere possession remains acceptable; transport/etc requires coloration after 1/1/2016.
DEAD Text SB293 Mandate "smart guns" Deems any non-owner-authorized handgun as unsafe / unrosterable.
Was not reactivated in 2014.
UNRELATED Text 396 Originally, mag possession ban. Bill recycled via "Gut and Amend".
Despite original language, signed bill has nothing to do with firearms.
VETOED Text SB808 Require registration of all post-'68 unserialized guns This would have required anyone building a gun to register it with a serial number obtained from the DOJ.
DEAD Text SB916 Handgun roster expansion Would have allowed cosmetic variants of handguns to be covered by the CA handgun roster if the base model is covered.
Would have alleviated the need for manufacturers to submit every variation of guns, including by finish color or sights, for mechanical function testing.
DEAD Text AB232 Gun buyback program Reactivated from 2013 - gun buyback programs
SIGNED Text AB1014 Gun Violence Restraining Orders Starting 1/1/2016, people may become prohibited persons without having committed a crime, as long as a judge and police officer can be convinced to sign an order.
Violation while restrained (by so much as one stray round of ammunition in your garage) carries up to a five year sentence.
SIGNED Text AB1591 Require courts to report prohibited person status Requires courts to report to DOJ if someone becomes a prohibited person within one court day.
This ensures that the Prohibited Person list is updated in a timely manner.
SIGNED Text AB1964 Redefinition of single-shot exemption. Eliminates most common exemption used to acquire non-Rostered semi-automatic handguns in California.
SIGNED Text AB2300 Alters APPS database date from 1991 to 1996 Likely due to incomplete pre-96 records making compliance with the original bill impossible.
Should be no negative effect on non-prohibited persons.
