NFA and 40mm IR Parachute Flares

This is a rehosting of the ATF finding which came to light on 7-21-15, when ar15.com user 'M249_junky' was contacted by ATF regarding his recent purchase of a 40mm IR parachute flare. While the letter is narrowly written to specify these flares, it is unsettling that its language could easily be used for standard flares or fireworks rounds.
